North Alvernon Substation

TEP is seeking approval from the City of Tucson Zoning Examiner for a Special Exception Land Use Permit ( SELUP) to upgrade and expand the existing 46-kV North Alvernon Substation. The substation expansion will be completed in three phases, which will  allow circuits to remain in use and avoid service interruptions for customers during construction. Work will include:

• Phase 1: Construction of a new wall around the adjacent vacant parcel and remove the existing east wall of the substation.
• Phase 2: Construction of a new 46kV transformer, switchgear, and associated substation facilities on the previously vacant parcel.
• Phase 3: Removal of old/existing transformer substation facilities, improvements to the grounding grid, and installation of a second 46kV transformer, switchgear, and associated substation facilities.

The substation is expected to be completed and in service by the end of 2026.

The City of Tucson’s Section 3.4.3 Zoning Examiner Special Exception Procedure requires that the applicant adhere to the following process:

• Pre-Application Conferences — held February 7, 2024 & July 10, 2024
• Neighborhood Meeting

TEP hosted an in-person neighborhood meeting on October 29, 2024 at the Ward 6 Office for area residents to learn more about the proposed substation expansion project.
