Hedrick Substation

TEP plans to upgrade the Hedrick Substation in central Tucson to improve electric service reliability for neighbors and other customers in the area.

Built in 1947, the substation’s two transformers, switchgear, breakers, and other systems have reached the end of their useful life. TEP will replace antiquated equipment with modern, more reliable systems that allow for enhanced voltage control, contingency support to existing circuits and greater flexibility for system operators responding to outages.

Project Description

The 46 kilovolt (kV) Hedrick Substation is located on a TEP-owned parcel at the northwest corner of North Wilson Avenue and East Hedrick Drive. TEP is seeking approval from the City of Tucson Zoning Examiner for a Special Exception Land Use Permit (SELUP) to upgrade and expand the substation.

TEP is planning to upgrade the substation’s current 4 kV distribution system to a higher-capacity 13.8 kV system and installing three new higher-voltage pad-mounted transformers in the northern half of the property.

Landscaping and a perimeter wall will be extended around new facilities to match current conditions.

The substation is expected to be in service by the end of 2027.

SELUP Process

Application for a Special Exception Land Use Permit is governed by the City of Tucson’s Section 3.4.3 Zoning Examiner Special Exception Procedure.
