Springerville Generating Station Repowering Project

Tucson Electric Power plans to convert two coal-fired units at the Springerville Generating Station to operate on natural gas by 2030, maintaining reliable, affordable service and supporting local employment.

Project Description

Tucson Electric Power plans to convert two units at the coal-fired Springerville Generating Station (SGS) to run on natural gas by 2030. The project will maintain access to affordable, around-the-clock energy for existing customers while reducing carbon emissions and preserving local jobs.

“Our SGS conversion project will extend the life of a plant that has powered Tucson’s growth for more than four decades,” said Susan Gray, TEP’s President and CEO. “It will help us provide reliable, affordable, and increasingly sustainable service while extending our productive partnership with White Mountains communities.”

If you have questions about the project, please send an email to SGSrepower@tep.com or call 520-917-6647.

Project Benefits

Cost-Effective Capacity

Conversion will cost less than building new resources to replace coal-fired units, provide greater cost certainty and operational flexibility.

Lower Carbon Emissions

Natural gas conversion will reduce the units’ carbon dioxide emissions rate by about 40 percent, supporting our plan to achieve net zero direct greenhouse gas emissions by 2050.

Supporting Local Economies

The repowering project will maintain jobs and tax revenues for White Mountains communities while supporting continued economic growth in Southern Arizona.

Required Approvals and Timeline

Units 1 and 2 of the Springerville Generating Station were authorized to be constructed under a Certificate of Environmental Compatibility (CEC) issued by the Arizona Corporation Commission in 1977, with coal as the fuel source. TEP will ask the Arizona Corporation Commission for an amendment that will allow these two units to run on natural gas.

TEP operates the Springerville Generating Station under Class I (Title V) Air Permit No. 93322. TEP will request that this air permit be revised by the Arizona Department of Environmental Quality as part of this project. Further, TEP holds Aquifer Protection Permit (APP) No. 101448 that may also be modified as part of this project.
